The REGENCY OF FREE LUMANTA came into being in the year AD2000. The Declaration of Establishment was adopted by The Benefactor and The Regent on April 5, 2000 (2000-04-05).
The REGENCY OF FREE LUMANTA is an independent island nation of 544 sq. km. located in a subtropical area of the Western Hemisphere of Earth. There is no indigenous population. The Capital is Serenia which comprises the Capital District, and is situated near the center of the Northeast Quadrant of the Regency.
The area of the REGENCY OF FREE LUMANTA is owned in perpetuity and exclusively by The Benefactor, an anonymous entity, known only to The Regent.
The REGENCY OF FREE LUMANTA is governed by The Regent who is appointed for life by The Benefactor.The Regent appoints such Ministers, Directors, Prefects, Magistrates, Commanders, Officers, Marshals, and others as deemed necessary for effcient administration who serve at the pleasure of The Regent.
The Regent creates a Legislative Assembly Federated Forum to assist in devising Laws and Regulations as necessary which are enacted only upon the approval of The Regent. A Legislative Assembly Federated Forum is advisory only and is appointed by The Regent; it is modified, charged, or dissolved at the sole discretion of The Regent.
The government of the REGENCY OF FREE LUMANTA is based upon three documents:
1) The Declaration of Establishment.
2) The Charter of Personal Freedoms.
3) Code of The Regency.
The Declaration of Establishment and The Charter of Personal Freedoms cannot be voided, changed, or modified in any way at any time. The Code of The Regency is a compilation of Laws and Regulations which are in effect at any given time, and which are subject to enactment, modification, suspension, or deletion at the sole discretion of The Regent.
All national and regional symbols, protocols, uniforms, and insignia of office of the REGENCY OF FREE LUMANTA are devised and established by The Regent.
The REGENCY OF FREE LUMANTA operates on the metric system of measurement. The decimal currency monetary unit is the LUMA (#L) which equals 100 MITS (#m) The LUMA at all times has a value equivalent to the US Dollar. Coinage consists of #m1, #m10, #m25, #m50, #L1, #L2 metallic coins of distinctive sizes, shapes, and composition. Currency consists of #L5, #L10, #L20, #L50, #L100, #L500, #L1000 notes of common size with distinctive designs and color for each denomination, all of thin, flexible plastic composition with appropriate security features. The official local time throughout the REGENCY OF FREE LUMANTA is Coordinated Universal Time (UTC), often referred to as Greenwich Mean Time (GMT), or Zulu (Z).
The economy of the REGENCY OF FREE LUMANTA is primarily dependent upon tourism and so-called offshore financial activities. There is no private ownership of land, however structures may be privately owned. Transportation to and from the REGENCY OF FREE LUMANTA is by air only. The national air service, Air Lumanta, operates scheduled and non-scheduled passenger and freight flights between Serenia and San Jose, Costa Rica; the Cayman Islands, and Hamilton, Bermuda. The local public transportation system is extensive and free. Private vehicles are limited to human or electric power only. Commercial vehicles are limited to electric power or compressed natural gas (CNG) only.
The REGENCY OF FREE LUMANTA has strict environmental controls to protect air and water quality in an overall strong promotion of public health. Energy is generated through solar, wind, and hydroelectric means. Approximately one quarter of the land area is reserved for energy generation. Energy costs are substantial to all users, and dwelling units and commercial enterprises are encouraged and aided in solar generation of energy for their own use.
Communications for the REGENCY OF FREE LUMANTA consist of a free efficient internal postal service and an extensive free internal wireless telephone and data system. External air postal service and satellite communications are available at moderate cost. Radio and television broadcasting via satellite from worldwide sources are available throughout the entire area without charge as is the local government-operated radio and television broadcasting system.
